Senator Murphy, a vocal
proponent of NCAA reform for compensating student-athletes, is referring to the
NCAA's potential need for antitrust legislation to allow it to implement the
"guardrails" (i.e., limits on how student-athletes can accept compensation) outlined by the NCAA Board of Governors.

The NCAA wants to limit athlete endorsement deals in a way that could make them totally impractical.
